Does Measure D increase rents? YES

  • Today, Mountain View rent increases are limited by the inflation rate, which as varied from 2.4% to 3.6% since 2012, consistently lower than 4%. Measure D changes the allowed annual increase to a higher flat 4%.
  • Cost Pass Throughs. Current law allows landlords extra rent increases for required safety upgrades only if the cost of those upgrades would deny them a fair rate of return, based on their growth of profit since 2015. But with Measure D, landlords will be entitled to pass many costs directly to tenants. Measure D does exclude luxury upgrades from being passed through. But, it also says costs that "extend the life of the building" may be passed through as additional rent increases. What doesn't fit in that category?
  • Between the higher flat rate and cost pass throughs, Measure D puts tenants at risk of up to 10% annual rent increases. That's too high! Teachers and restaurant workers are not getting 10% pay raises.

Don't we need Measure D for earthquake safety?

No. Measure D is not needed for earthquake safety. Current law already allows the costs of required safety upgrades to be considered in a landlord's calculation of a fair return.

What about rent protection for mobile homes?

Measure D would explicitly exclude mobile home spaces from current renter protections.

Information about Measure D, the City Council majority sponsored measure to weaken Mountain View’s rent control law (Measure V in 2016), is now available on the city’s web site at https://www.mountainview.gov/depts/clerk/election/default.asp. Though the election is officially March 3, people will be able to submit their ballots in February.

Take a careful look at the official summary. It’s deceptive.

The purpose of this measure is not to prevent the Rental Housing Committee (RHC) from paying itself. No one has ever suggested paying Committee members.

The purpose of this measure is not to allow the Council to remove RHC members. The city’s lawyers say the Council already has that authority.

The purpose of the measure is to allow housing investors (landlords) to raise rents more than they are already allowed.

Why would one expect Council Members who have long opposed rent control, including Measure V, to propose anything else?

What can you do?

  • Vote No on D! The deadline to mail or drop off your ballot is March 3. Find your vote center.
  • Volunteer! Our goal is to get to as many doors and voters as we can before March 3. Contact us if you'd like to help. We need you!
  • We've raised the $10,000 we need to raise to pay for print materials, lawn signs, targeted social media posts, and more. This is a volunteer run grassroots campaign starting on January 3rd and running through March 3. We need money ASAP to print materials and start canvassing since mail-in ballots can be turned in by early February. Please join us in keeping Mountain View an inclusive community.
  • Make sure you are registered to vote at your exact current address! Check online at https://registertovote.ca.gov. If you want to vote in a presidential primary, you need to register with a party or request a party ballot in advance.

As we planned and hoped, the "No on D" campaign has been fighting hard.

  • We have knocked on and/or left literature at over 20,000 doors.
  • We've spoken with shoppers at the Mountain View Farmers Market.
  • We have placed hundreds of yard signs.
  • We have already raised most of our bare-bones budget.
  • We have gathered key “No on D” organizational endorsements.

But there's much more to do.

  • The official ballot statement, approved by the Mountain View City Council, is deceptive. It does not make it clear that Measure D, if passed, would weaken our rent control laws.
  • Though a majority of households in Mountain View are rentals, tenants do not comprise a majority of voters. In fact, it appears that at least half of our apartment tenants are non-citizens, ineligible to register to vote.
  • Landlords, realizing that their “Sneaky Repeal” initiative has no chance of passing in November, are pouring money into the pro-measure-D campaign. A new landlord mailer comes every day.

So we need all the help we can get:

  • Door to door canvassers
  • Talk to people in public places.
  • Donations
  • Yards and windows where we can post signs.
  • Add your name to our public list of individual endorsers.
  • Vote No on D

Mountain View's brief experiment with rent control has not been flawless, but Measure D is not the right way to improve it. We are in agreement with the local League of Women Voters, the Santa Clara County Democratic Party, the Mountain View Housing Justice Coalition and the Mountain View Mobile Home Alliance: Vote no on Measure D.
